A labor agreement between the Laborers’ International Union and Bechtel Construction Co. has allowed crews of union and nonunion laborers to begin working last week on a $1.4 billion power plant in Trimble County, Ky., although the project is being built by Becon Construction, Bechtel Inc.’s Houston-based nonunion subsidiary.
